Case study · for EMSA
EMCIP
The European Marine Casualty Information Platform, where EU and EEA states report and investigate accidents and incidents at sea. We built it for EMSA and put it live in September 2018.
What it is
One database for casualties at sea.
EMCIP is the database that EMSA, the European Commission and the EU and EEA member states use for marine casualties and incidents, including occupational accidents on board. States notify a casualty, record what their investigation finds and share the lessons. EMSA draws statistics and analysis from it, passes investigation data to the International Maritime Organization, and makes investigation reports and anonymised data available to the public.
Who uses it
Every EU state, plus Iceland and Norway.
- Reporting is mandatory under Directive 2009/18/EC
- 26,802 occurrences recorded in EMCIP from 2016 to 2025
What we built
The platform behind EMCIP since 2018.
We built the platform that replaced the original 2011 system, put it live in September 2018 and developed it through 88 releases. It covers:
- Casualty notification and investigation data entry, with a discussion thread on each record
- A taxonomy editor, with statistics and export
- Data-quality rules
- Workflows and notifications
- Search and maps
- A ship registry
- Transfer of investigation data to IMO's GISIS
- Translations and reports
- A public portal with open data and dashboards
- Internal, external and open APIs behind single sign-on
Built as Java services with Angular web applications, deployed on Kubernetes.
What made it hard
Many states, one database.
How it ran
Built under one framework contract, developed under a second.
EMSA manages EMCIP for the European Commission, with the member states' EMCIP User Group. We worked under two framework contracts: the first to build the platform, the second, from 2022, to enhance and maintain it.
- Jan 2017EMSA awards us the contract for the new EMCIP
- Sep 2018The new EMCIP goes live
- 2022EMSA awards us a second framework contract
Standards it implements
The regulations and formats it follows.
- Directive 2009/18/EC
- The EMCIP taxonomy
- Data exchange with IMO GISIS
