TOKAI and RAT

EUROCONTROL's toolkit for air traffic management (ATM) occurrence reporting, investigation and risk analysis. We built it as a web application around RAT, its risk analysis tool, and we develop and maintain it.

What it is

One system for the whole occurrence.

TOKAI holds the whole occurrence in one system: the air traffic services (ATS) notification, the occurrence, its risk analysis and the safety recommendations that follow. We built it as a web application, first called eTOKAI.

Who uses it

Who uses it

More than 80 users worldwide.

What we built

From notification to safety recommendation.

In 2011 we turned RAT from an Excel workbook into a web application, and we built the rest of the platform around it. From 2022 we rebuilt it as version 4, released in November 2025 and updated every few weeks since.

  • ATS notifications, occurrences, risk analyses and safety recommendations
  • A query builder
  • PDF and Excel templates
  • E5X export and direct submission to ECCAIRS
  • Alerts with triggers and workflows
  • A taxonomy editor
  • Audit logs
  • Record locking and linking
  • Permissions per organisation and unit

Built as a layered Java service with an Angular web application, PostgreSQL and single sign-on.

Inside TOKAIOutside: the authority's system

What made it hard

Many states, one tool.

01One tool across many states, legal regimes and languages.
02Report templates each organisation designs itself.
03Installations at ANSP premises, updated remotely.
04Data exchange with ECCAIRS.

How it runs

Installed on site, updated remotely.

We install it at air navigation service providers' premises and ship updates remotely. Its users steer the roadmap with EUROCONTROL, through the change control board and the user group.

TokAI

An assistant we are building to turn an occurrence narrative, typed or spoken, into structured taxonomy fields, and to fill in the flight data automatically.

Example narrative

Two aircraft converge at FL370 and separation falls below the minimum. The controller's safety net (STCA) alerts, and the controller resolves it on the working position.
